I am trying to start an IT Consultancy which will offer web development and database admin services.
I am stack on a business plan and marketing plan.
Again what do i ask potenital clients if i do cold calling and how can i set questionnaire and promotional items.
How can i create a client base.

if ou are after marketing ideas simply advertise in IT magazines, adveertise in yellow pages and especially on the internet, I dont understand what you are actually asking.
