DVD Rental Licensing

I would be very grateful if you could help me.
i am trying to find information on obtaining a license to rent dvds. i have searched and searched have got no closer to finding a government website pointing me to the right place or anything else giving me a clue.
Any tips or advice you could give me would be greatly appreciated.

Have you registered with Shell LiveWIRE (https://www.shell-livewire.org/cgi-bin/register.pl) to receive your factsheet on setting up a Video, DVD and Computer Rental Shop? This will contain legal information and sources of help.

Your local trading standards office (usually found within your local council) should be able to provide you with information about licensing.

Thank you for you advice.
I am planning to start a business with two sides to it and used that option when i registered to get information on the other side.
Do you know if its possible for me to register twice or if i can get the information another way?
