I am considering starting a retail store, selling designer products, as well as running a Design consultancy from the store, specialising in custom product design. I need some advice on how to go about sourcing, not only the design products to be sold, but manufacturers for the in house custom design that both me and my business partner would be producing.

I would suggest trying to get hold of some trade magazines, which will contain information about manufacturers in your chosen business field.

There is a textiles directory called 'The Red Book' which contains contact details of most UK textiles suppliers from trimmings, to fabric and I think it also includes clothing manufacturers.
I would agree with Starsky about looking through trade magazines, and make sure you see samples of their work - not only ones they have put aside to show you, but also see if you can get into the shop floor and look at the quality of the product coming off the end of the line.
Also beware of manufacturers who ask about tolerances. If you are making one-off garments, you won't want any tolerances as it should be made to fit.
You can really only get away with tolerances with bulk orders.
