What issues do I need to deal with when starting a small business?

What are the issues I need to deal with for a very small business idea I have. I want to do children's face painting for parties-basically putting adverts in shop windows, very casual. Could you help me on issues such as insurance, tax, or anything else I need to consider if I undertake this project. I'm only looking upon this as a sideline to my main job.

With regard to tax, you must register with the Inland Revenue within three months of starting your venture, otherwise you will face a fine.
