Who does everyone else use for public liability insurance?

God I never realised quite how much stuff there was to go through just to make a business legit!!!

Is ti true I'm allowed to just run a business how I want as long as I register for tax etc within three months?

For insurance try some reliable sources like IoD if you can, norwich union provide good insurance as well.

It is true but you have to offer an explanation as to why you registered so late. I have never been in the situation yet but there is a £100 fine, so maybe if your reason does not stand..you get charged.
