Am I Self Promoting?

I'm in the process of completing my new free online community for a specific spector which i know there is a lot of on Livewire.

There are no fees etc it's basically just a forum. I am hoping to put a post up to let everyong know about it here and was wondering if that would be classed as self promotion?

I should point out that I won't be making ANY money from this site :)

I remember way back when when more than one new business forum started and was promoted on here and there were many "dicussions", not all good.
